What is a candidate management system? And what care providers should look for

TL;DR: A candidate management system (CMS) stores candidate data, tracks where each person is in your pipeline, and manages the communication between you and them. It overlaps heavily with an ATS — in most products, it's the same thing under a different name. What matters is whether the system actually moves candidates forward, or just records where they're stuck.

CMS vs ATS — same thing, different label?

In practice, yes. Most UK vendors use "candidate management system" and "applicant tracking system" interchangeably. Some draw a line:

  • ATS: collects and tracks applications against specific roles.
  • Candidate management system: adds a CRM layer on top — talent pools, nurture campaigns, re-engagement of past candidates.

If you're hiring regularly from the same pool (typical for care) the CRM layer matters. You want last year's near-miss applicant to hear about this year's vacancy without you lifting a finger.

What a good candidate management system includes

  1. Central candidate record — one profile per person, across every application they've made.
  2. Pipeline stages — visual tracking of applied / screened / interviewed / offered / hired / declined.
  3. Talent pool — a holding area for good candidates who weren't right for this role.
  4. Automated communication — acknowledgements, updates, rejections, re-engagement.
  5. Notes and scores — structured interview notes, visible to the hiring team.
  6. GDPR controls — consent tracking, data retention windows, right to be forgotten.
  7. Audit trail — who did what, when. CQC-ready in care settings.

Where generic CMS products fall short in care

Most candidate management systems are built for industries where the same person applies once, goes through one linear pipeline, and is either hired or rejected. Care hiring doesn't work that way.

In care:

  • The same person might apply to multiple branches.
  • Good candidates who withdraw often come back 6 months later.
  • Pipelines are plural — one per branch, one per role type.
  • Compliance is non-negotiable — missing records = CQC risk.
  • Communication volume is huge — 200+ applicants a month across the network.

Generic CMS products cope with the first three. They struggle with the last two.

What care providers specifically need

  • Compliance baked in. eDBS, RTW, references, qualifications — tracked inside the record, not in separate spreadsheets.
  • Automatic response to every applicant. No ghosting. Ever.
  • Re-engagement for near-miss candidates. A talent pool that actually calls people, not just stores them.
  • CQC-ready audit trail. Every decision timestamped, with rationale.
  • Multi-branch visibility. Area managers see the group; registered managers see their branch.
  • Works on mobile. Managers are rarely at a desk.

How Lily handles candidate management

Lily is a full hiring platform — candidate management is one of the layers. Every applicant has:

  • A single record visible across branches
  • Full screening transcript and recording
  • Compliance status at a glance (eDBS, RTW, references)
  • Interview notes and scores from every round
  • Communication log — every message, automatic or manual
  • GDPR consent and retention state
  • Audit trail per decision

Near-miss candidates are held in a talent pool. When a similar role opens, Lily can call them back automatically to check interest. That pool is one of the highest-quality sources of hires our customers have.

Results from Sonderwell

  • 2,464 applicants processed in 12 months
  • 92% response rate
  • 127% more hires per month
  • 616 admin hours saved monthly — mostly from automated communication and record-keeping

Frequently asked questions

Can Lily import data from our current system?

Yes. Most providers migrate historical candidate data in the first week.

How do you handle GDPR data retention?

Each record has a retention window based on your policy (typically 12 months post-application unless consent is given to hold longer). Auto-deletion is handled inside the platform.

Can multiple branches share a candidate pool?

Yes, with visibility controls. Group admins can see across; branch managers see their own.

Is there a mobile app?

Lily works in-browser on mobile and desktop. No separate app required.

What about agency-submitted candidates?

Lily tracks agency-submitted candidates alongside direct applicants, with clear cost attribution.
